　　一、為了適應(yīng)我國對(duì)外開放和國內(nèi)外各界人士全面、準(zhǔn)確地了解我國涉外法律、行政法規(guī)的需要，中華人民共和國國務(wù)院法制辦公室編輯了本匯編。二、本匯編匯集了2009年經(jīng)全國人民代表大會(huì)或者全國人民代表大會(huì)常務(wù)委員會(huì)制定的法律和有關(guān)法律問題的決定以及國務(wù)院制定的行政法規(guī)（以下稱“法規(guī)”）共39件。本匯編分為：憲法類、民法商法類、行政法類、經(jīng)濟(jì)法類、刑法類等5類，每一類下分為若干項(xiàng)。三、本匯編按照分類、先法律后行政法規(guī)以及法律、法規(guī)發(fā)布的時(shí)間先后排列。四、本匯編收入的法律的英文譯本，由全國人民代表大會(huì)常務(wù)委員會(huì)法制工作委員會(huì)提供；行政法規(guī)的英文譯本，由國務(wù)院法制辦公室組織翻譯和審定。參加行政法規(guī)英文譯本審定工作的專家有姜桂華、褚廣友、童孝華、王薛紅等。五、本匯編收入法規(guī)的英文譯本與中文本有歧義的，以中文本為準(zhǔn)。六、本匯編在編輯和翻譯過程中，國務(wù)院有關(guān)部門和其他有關(guān)方面給予了大力支持和協(xié)助，在此謹(jǐn)致謝意。
