中國養(yǎng)老金發(fā)展報告2012（英文版）

　　《中國養(yǎng)老金發(fā)展報告2012}是由“中國社會科學院世界社保研究中心”編寫的第二部年度養(yǎng)老金行業(yè)報告，它反映了2011年度中國養(yǎng)老金制度發(fā)展的整體狀況和改革動態(tài)。全書由主報告和11個分報告組成，分為養(yǎng)老金發(fā)展篇、改革篇、指數(shù)篇和動態(tài)篇四部分內(nèi)容。《中國養(yǎng)老金發(fā)展報告2012》以“中國養(yǎng)老基金地區(qū)失衡與財務可持續(xù)性”為主題，著重總結(jié)、歸納了部分省份城鎮(zhèn)職工基本養(yǎng)老保險基金收支失衡的財務可持續(xù)性問題。2011年城鎮(zhèn)職工基本養(yǎng)老保險制度參保人口、基金收入和結(jié)余規(guī)模等各項指標均再創(chuàng)歷史新高，但“空賬”、收支缺口以及資金保值增值等問題依然突出存在；年度養(yǎng)老金發(fā)展指數(shù)表明基本養(yǎng)老保險制度的發(fā)展成效有失平衡：在“廣覆蓋”方面取得了舉世矚目的成就，在“?；尽狈矫妫B(yǎng)老金支出逐步提高，但在“多層次”和“可持續(xù)”方面存在較大隱患，地區(qū)差異明顯；部分省份養(yǎng)老基金的收不抵支現(xiàn)象由來已久，呈現(xiàn)出的一個突出趨勢是：收支失衡的省份數(shù)量逐步減少，但基金缺口總額卻不斷增高，說明收不抵支向少數(shù)省份（尤其是老工業(yè)基地）集中的趨勢越來越明顯。
