作者簡介

　　盛建明，法學博士，對外經(jīng)濟貿(mào)易大學法學院教授、博士生導師，WT0法律研究中心主任，中國國際經(jīng)濟法學研究會常務理事，曾任北京市人民政府法律專家顧問、北京環(huán)中律師事務所反傾銷部副部長等。主要講授課程有：國際經(jīng)濟法、反傾銷法、貿(mào)易管制法等。2005年榮獲對外經(jīng)濟貿(mào)易大學首屆青年教師基本功大獎賽冠軍和最佳教案獎。主要學術專著有：1994年出版的《反傾銷國際慣例》是我國關于介紹和研究反傾銷法的最早的專著之一；2000完成美國證券評級機構的法律責任的系統(tǒng)深入的研究，并通過博士論文答辯，于2005年出版《美國證券評級機構的法律責任》，該書比西方學者對證券評級機構責任問題的研究成果要早發(fā)表3至4年，被我國法學界前輩沈達明教授譽為填補該領域世界學術空白之作。此外，作者近年來在《中國法學》、《國際貿(mào)易問題》、《國際貿(mào)易》等刊物發(fā)表了關于國際經(jīng)濟法，特別是WTO法的一系列文章。作者曾于2003年受商務部委托，完成了多哈回合貿(mào)易規(guī)則美國談判立場的科研項目，并在此基礎上為我國政府提交了兩份代表我國政府在貿(mào)易規(guī)則談判方面立場的兩份英文提案草案，一份題為《關于反傾銷調(diào)查中因果關系確定原則的澄清》，另一份題為《關于延長綠燈補貼之提案》。此外，在中國政府參加的第一起利用WTO爭端解決機制保護我國貿(mào)易利益的案件，即美國201鋼鐵保障措施案件中，作者作為環(huán)中律師事務所律師負責起草的關于“中國應享有發(fā)展中國家待遇”的2萬余字英文材料，體現(xiàn)了其深厚的貿(mào)易法功底，此案最后以包括中國在內(nèi)的全體申訴方的勝訴而告終。
