　　As a comprehensive national agricultural research institution， CAAS is focused on China's major research， applied research， and high-tech research programs. It is dedicated to addressing major technologi-cal issues that are fundamental and vital to the overall growth of the country's agriculture and rural economy.In response to the call from the CPC Central Committee and the State Councilfor Rural Development and AgriculturaIResearch，CAAS redoubles its commitment to remain China's premier national agricultural research team. Focusing on frontier technologies in international agricultural sciences， major demand for the country's development， andconstruction of modern agriculture，the academy is increasing efforts to become one of the world's best research institutions， to scale the heights of agricultural sciences， and to take the lead in achieving breakthroughs in agricultural research. It is leading agricultural research forces nationwide to sustain-ably improve innovation capacities and to make technological progress.The move willlay a solid foundation for China to join ranks with the world's best on the agricultural research front， to guarantee the country's food safety， and to make pivotal contributions to the rural economy and to agricultural growth in general.

　　中國(guó)農(nóng)業(yè)科學(xué)院國(guó)際合作局主要職責(zé)如下：負(fù)責(zé)組織開(kāi)展全院國(guó)際合作戰(zhàn)略研究，負(fù)責(zé)制定和修訂國(guó)際合作規(guī)劃、國(guó)際合作和外事管理有關(guān)規(guī)章制度并監(jiān)督實(shí)行；負(fù)責(zé)我院與外國(guó)農(nóng)業(yè)科研機(jī)構(gòu)（大學(xué)）、國(guó)際組織、區(qū)域組織、非政府組織以及跨國(guó)公司、基金會(huì)、專業(yè)協(xié)會(huì)等私營(yíng)部門的農(nóng)業(yè)合作與交流；負(fù)責(zé)我院與香港特別行政區(qū)、澳門特別行政區(qū)的農(nóng)業(yè)科技合作與交流；負(fù)責(zé)我院多、雙邊科技合作諒解備忘錄、協(xié)議、合同的起草、報(bào)批及簽署；負(fù)責(zé)我院多、雙邊國(guó)際合作項(xiàng)目的申報(bào)、立項(xiàng)、組織、實(shí)施與管理以及由我院發(fā)起的重大國(guó)際科學(xué)計(jì)劃的策劃與組織工作；負(fù)責(zé)我院國(guó)際合作平臺(tái)（聯(lián)合實(shí)驗(yàn)室或聯(lián)合研究中心）和國(guó)際合作基地的管理工作，組織開(kāi)展對(duì)擬建國(guó)際合作平臺(tái)和基地的調(diào)研、談判、申報(bào)和建設(shè)；負(fù)責(zé)與國(guó)內(nèi)相關(guān)部委外事工作的聯(lián)絡(luò)與協(xié)商；負(fù)責(zé)海外智力與資源引進(jìn)、合作工作；負(fù)責(zé)落實(shí)推動(dòng)農(nóng)業(yè)科技“走出去”相關(guān)工作；負(fù)責(zé)統(tǒng)籌協(xié)調(diào)院重大國(guó)際合作活動(dòng)，包括院領(lǐng)導(dǎo)出訪、接待國(guó)外重要代表團(tuán)來(lái)訪的組織工作，策劃和組織召開(kāi)重要國(guó)際、國(guó)內(nèi)會(huì)議等；負(fù)責(zé)本院人員因公護(hù)照、赴港澳通行證等因公出國(guó)（境）證件、出國(guó)（境）簽證（注）以及邀請(qǐng)外國(guó)人來(lái)華邀請(qǐng)信的申辦與管理工作；負(fù)責(zé)國(guó)際組織和國(guó)外農(nóng)業(yè)科研機(jī)構(gòu)駐華代表處的業(yè)務(wù)聯(lián)系及日常管理工作；負(fù)責(zé)管理全院涉外事務(wù)及外事服務(wù)，對(duì)院屬各單位國(guó)際合作及外事活動(dòng)進(jìn)行業(yè)務(wù)指導(dǎo)與協(xié)調(diào)，負(fù)責(zé)指導(dǎo)我院外事宣傳工作；負(fù)責(zé)領(lǐng)導(dǎo)和管理掛靠我院與國(guó)際農(nóng)業(yè)科技合作相關(guān)的中國(guó)農(nóng)業(yè)科技國(guó)際交流協(xié)會(huì)、合作協(xié)調(diào)機(jī)構(gòu)秘書(shū)處、辦公室和國(guó)家聯(lián)系點(diǎn)等；承辦上級(jí)與院領(lǐng)導(dǎo)交辦的其他工作。
