　　減少和消除貧困，是人類發(fā)展的共同目標(biāo)，也是一個世界性難題。改革開放以來，中國的扶貧開發(fā)，跨越了40多年的歷程，其間克服了無數(shù)的困難，取得了舉世公認(rèn)的巨大成就，數(shù)億農(nóng)民擺脫了貧困，過上了小康生活。中國的扶貧開發(fā)，是中國道路、中國經(jīng)驗和中國發(fā)展模式的重要組成部分，是人類社會扶貧的一個成功樣板。中國扶貧開發(fā)，現(xiàn)在仍處于攀登新高峰的關(guān)鍵階段，中國政府在“十三五”規(guī)劃中莊嚴(yán)承諾，將在2020年消除現(xiàn)行標(biāo)準(zhǔn)下的貧困人口，在2016—2020年5年中，年均減少貧困1千多萬人。本報告試圖系統(tǒng)回顧中國扶貧開發(fā)的歷程，總結(jié)過去數(shù)十年中國扶貧開發(fā)的做法和經(jīng)驗，考察中國精準(zhǔn)扶貧的實踐模式，討論和分析中國減貧的成效及其對世界減貧事業(yè)的貢獻(xiàn)。

作者簡介

　　吳國寶，博士，中國社會科學(xué)院農(nóng)村發(fā)展研究所研究員，中國社會科學(xué)院貧困問題研究中心主任，主要研究領(lǐng)域是扶貧、小額信貸、農(nóng)村發(fā)展和農(nóng)民福祉。
