　　海南自由貿(mào)易港的建設(shè)是黨中央著眼國(guó)內(nèi)國(guó)際兩個(gè)大局，為推動(dòng)中國(guó)特色社會(huì)主義創(chuàng)新發(fā)展作出的一項(xiàng)重大戰(zhàn)略決策，是我國(guó)新時(shí)代改革開(kāi)放進(jìn)程中的一件大事，也是中國(guó)特色社會(huì)主義進(jìn)入新時(shí)代的大背景下，賦予海南經(jīng)濟(jì)特區(qū)的改革開(kāi)放新使命。海南自由貿(mào)易港的建設(shè)是構(gòu)建人類命運(yùn)共同體的實(shí)際行動(dòng)，在全球經(jīng)濟(jì)格局發(fā)生復(fù)雜深刻變化的背景下，建設(shè)海南自由貿(mào)易港，是加快建立開(kāi)放型經(jīng)濟(jì)新體制的重大舉措，是堅(jiān)持統(tǒng)籌推進(jìn)國(guó)內(nèi)法治和涉外法治，形成法治化、國(guó)際化、便利化的營(yíng)商環(huán)境的重大舉措。海南自由貿(mào)易港成立五年以來(lái)，海南省人大常委會(huì)借鑒國(guó)際先進(jìn)經(jīng)驗(yàn)，對(duì)標(biāo)國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則，深入推進(jìn)商品和要素流動(dòng)型開(kāi)放，促進(jìn)市場(chǎng)公平競(jìng)爭(zhēng)，推進(jìn)社會(huì)治理創(chuàng)新，頒布一系列重要立法文件，緊緊圍繞并服務(wù)于海南自由貿(mào)易區(qū)（港）建設(shè)全面深化改革開(kāi)放試驗(yàn)區(qū)、國(guó)家生態(tài)文明試驗(yàn)區(qū)、國(guó)際旅游消費(fèi)中心和國(guó)家重大戰(zhàn)略服務(wù)保障區(qū)的需求，著力保護(hù)知識(shí)產(chǎn)權(quán)與科技創(chuàng)新，精簡(jiǎn)政府機(jī)構(gòu)職能，關(guān)注生態(tài)與環(huán)境保護(hù)，探索建立普通注銷(xiāo)登記制度和簡(jiǎn)易注銷(xiāo)登記制度相互配套的市場(chǎng)主體退出制度。海南自由貿(mào)易港的建設(shè)對(duì)于我國(guó)“一帶一路”倡議的縱深發(fā)展、履行世界貿(mào)易組織協(xié)定和《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》（RCEP）等經(jīng)貿(mào)協(xié)定義務(wù)具有重要意義。海南自由貿(mào)易港（區(qū)）的建設(shè)，要求我們以更開(kāi)放的姿態(tài)對(duì)外傳遞中國(guó)法話語(yǔ)。技術(shù)層面上，要實(shí)現(xiàn)與“一帶一路”國(guó)家和地區(qū)自由貿(mào)易園區(qū)在投資、貿(mào)易、金融、教育等方面的交流合作與功能對(duì)接，有必要將海南省頒布的有關(guān)自由貿(mào)易港（區(qū)）建設(shè)、營(yíng)商環(huán)境優(yōu)化、商品貿(mào)易和服務(wù)貿(mào)易便利化、社會(huì)征信體制建設(shè)、外資準(zhǔn)入與退出機(jī)制等有關(guān)的立法文件進(jìn)行英譯和介紹，以供參與“一帶一路”建設(shè)的國(guó)家及有關(guān)國(guó)家投資者參考；同時(shí)，海南自由貿(mào)易港依托不同港口，發(fā)展不同類型的特色服務(wù)，有必要將海南自由貿(mào)易港新型現(xiàn)代服務(wù)業(yè)建設(shè)的新經(jīng)驗(yàn)、新方法向全世界引介推廣。理論層面上，法律外譯是中國(guó)法在全球法律多元格局下構(gòu)建自我表達(dá)的重要方式，海南自由貿(mào)易港（區(qū)）相關(guān)立法的英譯，對(duì)于展現(xiàn)我國(guó)更高層次改革開(kāi)放新格局、更高水平開(kāi)放型經(jīng)濟(jì)新體制的建設(shè)成果，對(duì)于助推社會(huì)主義市場(chǎng)經(jīng)濟(jì)平穩(wěn)健康可持續(xù)發(fā)展，對(duì)于向外傳播具有中國(guó)特色的符合自由貿(mào)易港需求的監(jiān)管模式和管理體制，對(duì)于擴(kuò)大改革開(kāi)放、向世界展示成長(zhǎng)中的法治中國(guó)形象、構(gòu)建更加開(kāi)放便利的營(yíng)商環(huán)境，意義深遠(yuǎn)。
